Moratorium <br />During the moratorium staff will prepare proposed interim development standards to <br />limit the amount of office, and to establish parking requirements, building area, building <br />heights, setbacks, landscaping and design. <br /> <br />Impact: The moratorium will apply to offices to be constructed in these areas only until <br />such time as new standards are prepared, but not to exceed the already allowed <br />maximum limits. (Recommended). <br /> <br />B. No moratorium <br />1) Accept that offices may be built, but direct staff to prepare a resolution of intention to <br />amend the zoning ordinance and to update the development standards such as <br />parking requirements, building area, building heights, setbacks, landscaping and <br />design. <br /> <br />Impact: Development would occur without limitation until such time as amendments <br />are in place. Amendments would take about 6-9 months. <br /> <br />2) Accept that offices may be built using the current development standards, <br /> <br />1. Bair Island Road Study Area: <br /> <br />A. Moratorium <br />During the moratorium, the desired land uses should be evaluated and a commitment <br />should be made to complete the Blomquist Extension before or during the time when <br />additional development takes place. land uses other than office and government uses, <br />which are the current designations in the City's General Plan, should be evaluated and <br />a specific plan and General Plan amendment would be the next steps. <br />(Recommended.) <br /> <br />B. No moratorium <br />1) Accept that offices may be built in this area ahead of completion of the Blomquist <br />Extension and eventually try to improve their design, landscaping, and parking <br />standards by initiating an amendment to the Zoning Ordinance (resolution of <br />intention to amend the Zoning Ordinance) using the conventional amendment <br />process and timeline. <br /> <br />Impact: Development would occur without limitation until such time as amendments <br />are in place. <br /> <br />2) Accept that offices will be built in this area ahead of completion of the Blomquist <br />Extension and that the existing design, landscaping, and parking standards will be <br />applied. <br /> <br />Fiscal Impact <br />If a specific plan is prepared for the area recommended for a moratorium, (i.e., Bair Island <br />Road Area), State law permits the City to defray the cost of the specific plan by imposing a fee <br />on development of projects within the plan area.
