<br />c¡ A -::L' <br /> <br />housing, commercial, and other uses compatible with, and supportive of existing <br /> <br />uses, including residential uses; <br /> <br />E. The unavailability of housing in the City of Redwood City is critical and <br /> <br />the housing shortage has adversely affected economic and social resources of <br /> <br />the City, including businesses, schools, colleges, and professions; <br /> <br />F. If the trend of office development were allowed to continue, critically <br /> <br />necessary housing, commercial, and other-use sites, and will be eliminated, <br /> <br />thereby exacerbating the housing shortage and the adverse economic and social <br /> <br />conditions; <br /> <br />G. <br /> <br />If the office development proposals were allowed to proceed to <br /> <br />construction under current zoning district classifications and related regulations, <br /> <br />severe traffic congestion and parking shortages would result, thereby burdening <br /> <br />the City's interior and arterial street systems beyond capacity and adversely <br /> <br />affecting the environment, including air quality; <br /> <br />H. Development of building sites one acre or larger for office use under <br /> <br />current zoning district classifications governing the Affected Districts would <br /> <br />conflict with necessary studies for, and implementation of, revised land use <br /> <br />regulations which would be in furtherance of the public health, safety, and <br /> <br />welfare; and <br /> <br />I. The aforesaid conditions constitute an emergency endangering the <br /> <br />public health, safety, and welfare requiring enactment of an emergency measure. <br /> <br />Section 2. Prohibited Acts.
