<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />EXECUTIVE SUMMARY <br /> <br />August 28, 2000 <br /> <br />Subject <br />Interim Urgency Ordinances: <br />1. Modify and expand the definitions, uses, development standards and changes to the <br />zoning map related to commercial and industrial zoning regulations in the Zoning <br />Ordinance (Report 1); <br />2. Introduce to the Zoning Ordinance a requirement for the production of housing units as a <br />condition of office development of 10,000 s.f. or greater on lots one acre or larger; and to <br />pay an in lieu fee for housing units as a condition of office development of 10,000 s.f. or <br />greater on lots less than one acre (Report 2); and <br />3. Enact a moratorium on all development in the Bair Island Study Area, and include an <br />exception for development agreements. Develop a specific plan for this area, and an <br />area nearby but not subject to the moratorium (Report 3). <br /> <br />Recommendation <br />1. Introduce an Interim Urgency Ordinance adding and amending definitions, uses and <br />development standards, and changes to the zoning map in the Zoning Ordinance. <br />2. Introduce an Urgency Interim Ordinance requiring the production of housing units as a <br />condition of office development (Work Force Housing Production Ordinance.) <br />3. Introduce an Interim Urgency Ordinance imposing a moratorium on all development in <br />the Bair Island Study Area as shown on the exhibit to the ordinance. <br />4. Direct staff to include additional parcels shown on a map (attached to Report 3) in the <br />Bair Island Specific Plan. <br />5. Direct staff to take the issues to the Planning Commission (and in the case of B below, <br />the Housing and Human Concerns Committee) for their recommendation to the City <br />Council regarding amending the Zoning Ordinance: <br />A. To modify definitions, uses, development standards and changes to the zoning <br />map. <br />B. To establish a work force housing production requirement for all office <br />development. <br /> <br />Issue <br />On July 24, 2000, the City Council introduced (and on August 14, 2000 adopted) two Interim <br />Urgency Ordinances placing a pause on development for a period of 45 days: 1) on office <br />development and conversions on parcels one acre or larger in the CG, CG-R, CB, and CN <br />districts throughout the City (except the Bair Island Study Area); and 2) on all development in <br />the Bair Island Study Area. In so doing, the City Council directed staff to: <br /> <br />1.
