Specific Plan for Bair <br />Island Road, <br />4. consider an exemption to the Bair Island Study Area Interim Urgency Ordinance in cases <br />where the developer enters into a development agreement with the City, <br />5. move forward expeditiously with appropriate resources (staffing and consultants), and <br />6. schedule a joint study session with the Planning Commission, Housing and Human <br />Concerns Committee and the Architectural Review Committee. <br /> <br />Staff has prepared recommendations for Council consideration focusing on zoning districts <br />where offices are an allowable use, and on areas where a variety of uses and balance of uses <br />are intended. These recommendations are represented in three (3) separate. reports. A <br />summary of recommendations, by zoning district, is shown in Attachment 1. <br /> <br />If the City Council proceeds with the recommended actions the schedule of subsequent events <br />will be as follows: <br /> <br />August28,2000 <br />September 11 , 2000 <br /> <br />September 11 , or <br />September 18, 2000 <br />October 9,2000 <br /> <br />Introduce Interim Urgency Ordinances. <br /> <br />Second reading of Interim Urgency Ordinances and progress report <br />on Urgency Interim Ordinances. <br /> <br />Enter into contract with consulting firm to prepare a Specific Plan. <br />Public Hearing and consideration of extension of Interim Urgency <br />Ordinances for up to 10 months and 15 days. <br /> <br />City Council study session with Planning Commission, Housing and <br />Human Concerns Committee and Architectural Review Committee. <br />This may be scheduled sooner if Council wishes to have the study <br />session on a 3rd Monday of the month. <br /> <br />The existing Interim Urgency Ordinances: 1) prohibiting office development and conversions on <br />lots 1 acre or larger, in the CG, CG-R, CB and CN Districts throughout the City except in the <br />Bair Island Study Area; and 2) on all development in the Bair Island Study area will lapse. <br /> <br />December 4, 2000 <br /> <br />The new ordinances will supercede the previous actions. <br /> <br />Conclusion <br />Within the past 2 years the City has approved 2.9 million square feet of new offices. Currently, <br />there is an additional 602,148 square feet of office proposed (in the pipeline), bringing the total <br />to 3.5 million square feet of offices. Projects will be principally affected by the change in the <br />parking requirements for offices, the requirements of the workforce housing production <br />ordinance, and proposals for floor area ratios and by the change in building setback along <br />gateway corridors. Projects in the review process which have received an entitlement by virtue <br />of an Architectural Permit will not be affected by the provisions set forth in the recommended <br />Urgency Interim Ordinances (see Attachment 2). <br /> <br />Attachments: <br />1.
