<br />9AJ/ <br /> <br />3) Development Standards in the IP <br />. Floor area ratio (FAR). Staff recommends regulating the size of buildings by <br />setting a floor area ratio of 40 percent. Since parking structures are not counted in <br />the calculation of floor area ratio, the actual floor area ratio will be higher than 40 <br />percent. Lot coverage remains at 50 percent for all buildings on a site. <br /> <br />F. IR - Industrial Restricted District Changes <br />1) Rationale <br />The IR District is intended for "heavier" industries than the IP district. It is typically, <br />occupied by warehouse and manufacturing types of uses where the parking needs <br />were minimal. Most of the space is occupied by equipment rather than employees and <br />the number of visiting customers are few. The Architectural Review Committee is <br />concerned with the erosion of the purpose of the IR District and recommended that <br />limits be set for offices in this district. Staff recommends setting limits on the size of <br />buildings, requiring a use permit to gain discretionary review of the larger office <br />projects, and changing parking standards. With these standards, the IR District will <br />continue to convert to office use, albeit at a lesser scale than allowed with the current <br />standards. The City has received applications for offices in this district with floor area <br />ratios exceeding 140 percent, not including parking structures. <br /> <br />Staff recommends establishing discretionary review of larger offices, and routing <br />facilities for telecommunications and the Internet by requiring a use permit for offices <br />over 10,000 square feet and for telecommunication and Internet routing facilities. <br /> <br />2) Uses in the IR <br />The following amendments are recommended to: <br />. Permitted Uses <br />Offices with less than 10,000 square feet of gross floor area. <br />The following additions are recommended to: <br />. Conditional Use. <br />Offices with 10,000 or more square feet of gross floor area. <br />Telecommunication and Internet routing facilities <br /> <br />3) Development standards <br />. Zoning Map Amendments: <br />R - (Residential)Combininq District <br />The R Combining District provides a development choice of the commercial uses <br />permitted in a given commercial district and/or housing. The housing option is high <br />density residential, the R-5 zoning. Staff recommends applying the R Combining District <br />to the CB District in areas designated mixed use on the General Plan land Use diagram <br />to create more opportunities for housing by accommodating apartment buildings and <br />condominiums in the Central Business District. <br /> <br />7 <br /> <br />._._._...~ .y. .. <br />
