A failure to respond to the citation will result <br />in a hold being placed on the vehicle registration, as is currently done with parking violations. The <br />hold requires the registered owner to state whether they were the driver of the vehicle or to identify <br />the driver of the vehicle. <br /> <br />Red light camera systems have proven to be extremely effective in reducing the number of red light <br />violations. Cities in California using red light camera systems include San Francisco, Sacramento, <br />San Diego, Beverly Hills, Oxnard, Santa Rosa, and Los Angeles County. According to city officials, <br />San Francisco experienced a 53% decrease in red light violations, including a similar decline at <br />intersections not equipped with cameras. A recent survey (September 1999) shows strong public <br />support of the red light program. San Francisco and San Diego are currently expanding their <br />operations to increase the number of intersections that will have red light camera enforcement. <br /> <br />The San Mateo County Traffic Court has been contacted regarding the red light camera <br />enforcement program. Redwood City would be the first city in San Mateo County with such a <br />system, The Traffic Court is receptive to the program, however, would like input on the citation <br />process prior to implementation of the program. This input would help determine the impact the <br />program will have on the court system. <br /> <br />Prior to entering into a contract for the use of automated enforcement system, the City is required to <br />conduct a public hearing on the proposed usage (21455.6(a) CVC). Prior to issuing any citations, <br />there must be a 30-day period during which warning notices will be issued. An important component <br />of any system will be public outreach and education. The educational component will be an ongoing <br />part of the program, and will include dialogue with community organizations, neighborhood <br />associations, and schools. Each of the targeted intersections must either have signage in all <br />directions, or at all entrances to the city, advising motorists of the camera enforcement. In addition <br />to signs at each of the proposed intersections, a press release will be prepared informing the <br />residents of the plan.
