'1.::1 . \

REPORT

To the Honorable Mayor and City Council
From the City Manager

July 24, 2000

Subject
Purchase and Repair of Utility Pumps

Recommendation
Approve resolution authorizing the purchase and/or repair of various sized water, storm and
sanitary sewer pumps to Pump Repair Service Company of Daly City, CA in the amount
of $238,102.

Background
Redwood City currently has 122 water, sewer and storm pumps housed at 55 pump
stations throughout the City. Each pump is controlled and operated by an electric motor
with some pumps operating continuously while others operate on an as-need basis. These
pumps require periodic maintenance, repair and replacement. Each year the Public
Works Services Department develops a list of the most commonly purchased and/or
repaired pumps, which may be needed during the new Fiscal Year. When a pump fails,
staff cannot immediately determine whether the pump has to be completely replaced or if
it can be repaired. The pump first has to be pulled, dismantled and a failure analysis
completed by a technically qualified vendor who then will make recommendations to staff.

Staff required vendors to submit individual prices for the purchase of a new pump and also
prices for the repair of a pump. The cost of replacing a utility pump varies from $48,717
for one of our larger 148 hp pumps to $2,231 for one of our smaller 2.4 hp pumps. The
below listed bids reflect the total amount of maximum new purchases and maximum repairs
in a single year. (Although the entire amount will not be expended, I. E. $115,107 was
expended in FY 1999/00). The City Clerk advertised the bid invitation with copies of the
bid being mailed to three vendors. The one bid received was opened by the City Clerk on
Wednesday, June 21,2000 and is considered a valid bid.

Pump Repair Service Daly City, CA $238,102
Peninsula Pump & Equip. So. San Francisco, CA No Bid
E & M Electric Healdsburg, CA No Bid

Staff contacted the two vendors who did not submit bids. Peninsula Pump could not supply
the full scope of service on all the different types of pumps in our system. E & M Electric
declined to bid due to an increased workload within their company.

Pump Repair Service Company is able to provide the full scope of service to the many
different types and sizes of pumps in our utility system. They have been very responsive
and have provided good and reliable service to Redwood City for many year's.

1 of 2

,-.>,. ,~ T
