1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 14, 2000 <br /> Subject <br /> Use of a Portion of the Cargill Salt Properties for Flood Control and Highway Purposes <br /> Recommendation <br /> Adopt a Resolution requesting that the Federal and State Governments consider the <br /> possible use of a portion of the Cargill Salt Property to alleviate flooding and / or to � <br /> alleviate traffic congestion in their negotiations with Cargill to buy the Cargill lands. <br /> Background <br /> The City and County staffs have had ongoing discussions concerning the best way to <br /> alleviate flooding in the Friendly Acres / East Bayshore and the Athlone Terrace area of <br /> North Fair Oaks. The Transportation Authority has developed alternatives to extend <br /> Highway 84 from Marsh Road to Woodside Road (Highway 84 Extension) with one <br /> alternative that builds the roadway on property owned by Cargill which is currently used for <br /> their salt harvesting operations. <br /> Independently, our staffs have contacted Cargill Salt (Cargill) and inquired if Cargill would <br /> consider acquisition of a portion of their salt crystalizers/evaporators for flood control and/or <br /> transportation uses. Cargill explained that a consortium of Federal and State agencies <br /> were currently negotiating with them for their property in Redwood City, adjacent to the Bay <br /> Front Canal. Cargill also explained that the federal and state agencies they are negotiating <br /> with requested that they not negotiate with the local agencies simultaneously. The U.S. <br /> Department of Interior and the State Resources Agency are leading the acquisition effort <br /> on behalf of the governments. The agencies have indicated that they have just initiated <br /> the process to retain an independent appraiser and expect to complete the appraisal within <br /> the next four months. <br /> On February 28, 2000, the City Council adopted the Strategv to Address Flooding in the <br /> Friendlv Acres/East Bavshore and the Centennial Neig,hborhoods. The Council motion adopting <br /> the Strategy further directed the Mayor to pursue all avenues of support for implementing <br /> the projects and programs in the Strategy, including working with neighboring jurisdictions, <br /> and federal and state agencies. A major step toward collaborating with other local <br /> agencies occurred in May 2000 and focussed on how to best insert the issues of flooding <br /> along the Bayfront Canal and the needed transportation improvements into the Federal/ <br /> State negotiations with Cargill. <br /> Mayor Ruskin, City Manager Everett, and City staff met with Supervisor Gordon, staff of <br /> Supervisor Rose Jacobs Gibson, the County Manager and Public Works Director, and the <br /> Director of the Transportation Authority (TA) and 7A staff to discuss the issue. They <br /> concluded that the agencies should collectively make our needs and interest in the Cargill <br /> _ _.__ ,_. _ . _.__ .� _ <br />
