The rationale is that use of a portion of <br /> the existing salt crystalizers/evaporators for these purposes is compatible with improving <br /> the quality of life for the residents and commuters of these areas. Additionally, channeling <br /> the storm water through the crystalizers/evaporators may be a way to reduce salinity and <br /> reclaim the salt ponds for use as habitat and wetland. <br /> The City of Redwood City agreed to take the lead by initiating communication with the <br /> federal and state agencies, and coordinating meetings with members of our congressional <br /> and legislative delegations. Mayor Ruskin, Supervisor Rose Jacobs Gibson, and <br /> Transportation Authority Board Chairman, Rich Gordon sent the attached joint letter to the <br /> lead Federal and State agencies requesting a meeting to discuss our issues. A <br /> preliminary meeting is scheduled for August 3, 2000 with US Department of Interior, EPA <br /> and State officials. In the interim, we believe that it is appropriate to adopt a resolution <br /> encouraging the Federal and State governments to consider the public flood control or <br /> transportation needs in the negotiation process with Cargill. <br /> Alternative <br /> There are no reasonable alternatives for the City to consider at this time. Any other <br /> alternative, i.e. acquisition of the property or condemnation using City resources, would <br /> have unknown fiscal impact. <br /> Fiscal Impact <br /> There is no fiscal impact to any City funds resulting from adopting a resolution as <br /> described above. A funding source will have to be determined if the Federal and State <br /> governments agree to the use of the property it purchases as described above and <br /> improvements to facilitate the flood control use become necessary.
