REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 14, 2000 <br /> Subject <br /> Progress Report on Interim Urgency Ordinances <br /> Recommendation <br /> Review and adopt progress report <br /> Background <br /> 1. Interim Urgency Ordinances <br /> On July 24, 2000, the City Council introduced finro interim urgency ordinances to <br /> address the impacts of tremendous growth in office development. The first ordinance <br /> imposed limits on office development and conversions on parcels 1 acre or larger, in <br /> the "CG" (General Commercial), "CG-R" (General Commercial--Residential), "CB" <br /> (Central Business), and "CN" (Commercial Neighborhood) zoning districts throughout <br /> the City, except on the Bair Island Road Study Area. The second interim ordinance <br /> enacted a moratorium on all development in the Bair Island Road Study Area (vicinity <br /> of Bair Island Road/East Bayshore Blvd./Maple St.) as shown on the attached location <br /> map until a Specific Plan is prepared for the area. These two Interim Urgency <br /> Ordinances will expire 45 days from the date of adoption. <br /> In addition to the Interim Urgency Ordinances, Council also directed staff to prepare: <br /> 1) Zoning Ordinance amendments for definitions, standards and other measures to <br /> address office development; and 2) a"Housing Production Ordinance" that would <br /> require office developers to build housing as part of a condition of approval'� <br /> According to State Law (Government Code Section 65858), ten days prior to the <br /> expiration of an interim ordinance the legislative body shall issue a written report <br /> describing the measures taken to alleviate the condition which led to the adoption of <br /> the ordinance. As required by law, this staff report serves as the written report on whaf <br /> has transpired since the Interim Ordinances were adopted and the measures <br /> undertaken by staff. <br /> 2. Progress Report <br /> Since the Interim Ordinances were adopted, staff has undertaken the following <br /> measures: <br /> • Reviewed the Zoning Ordinance for the purpose of adding definitions, floor-area <br /> ratios, parking standards and other temporary zoning regulations <br /> ' The Housing Production Ordinance and Zoning Ordinance Amendments will be considered on August <br /> 28. If adopted, it would expire 45 days later, unless extended. During the 45-day review period Council <br /> may extend the Ordinances following notice and a public hearing. <br /> .. _._. .__. . __ r_ _ <br />
