. <br /> REPORT <br /> To the Honorabie Mayor and City Councii <br /> From the City Manager <br /> EXECtlT/VE SUMMARY <br /> July 24, 2000 <br /> Subject <br /> Report on Photo Red Light Enforcement technology. <br /> Recommendation <br /> The recommendation is to implement a photo red light program in five locations throughout the City <br /> of Redwood City. <br /> Issues <br /> At the Redwood City Council meeting on September 21, 1999, the Council requested additional <br /> research on the photo red light enforcement technology and a recommendation with a limited scope <br /> of implementation. <br /> 1. Red light photo enforcement systems have proven to be successful throughout the nation and <br /> would likely help to achieve the goal of reducing accidents at selected intersections in Redwood <br /> City. <br /> 2. With a minimum of five intersection approach cameras installed, there would be no up front <br /> construction fees. The program costs are essentially paid over the period of the contract by the <br /> revenue generated. <br /> 3. The number of violations will determine the actual costs associated with operating the program. <br /> Lockheed Martin's projections could result in substantially greater revenue than outlined in this <br /> report. However, uncertainty remains as to the exact number of paid citations that would result <br /> from a program in Redwood City. <br /> 4. If Redwood City experiences lower citation rates then assumed by the model, the system would <br /> require expenditures, rather than generate revenue. <br /> Major Findings <br /> 1. Lockheed Martin IMS Photo Enforcement Group is the market leader with more clients and <br /> cameras than all other vendors combined. <br /> 2. The cost to the City of Redwood City for the construction and installation of five cameras will <br /> be $150,000 (paid over the first year of the contract). <br /> 3. Monthly costs associated with operating the program are anticipated to be $150,000 per year � <br /> for a three-year contract. In addition, Lockheed Martin would receive $50 for each citation <br /> issued regardless of the disposition. <br /> 4. The revenue generated by paid citations would offset the monthly operating costs. With five <br /> cameras in operation, monthly operating costs could be recovered if each camera resulted in <br /> two paid citations each day. <br />
