��•'� <br /> Following are the intersections with the highest number of red light citations issued in 1997, 1998, <br /> and 1999: <br /> Woodside and Broadway 126 <br /> Marine and Oracle 90 <br /> Veterans and Maple 75 <br /> EI Camino and Roosevelt* 44 <br /> Woodside and Middlefield* 37 <br /> Whipple and Veterans 30 <br /> Broadway and Jefferson 28 <br /> *Cal Trans maintained intersections. Any installation of a camera system at these <br /> intersections will require an encroachment permit from Cal Trans. <br /> Lockheed Martin IMS Photo Enforcement Group is the industry leader, with a 90% market share, the <br /> most systems deployed, and the highest number of citations issued. Lockheed Martin offers a <br /> complete photo enforcement package, which includes licensing the system mounted in its <br /> unattended housing, training, all supplies, and the full back-shop processing service leading to <br /> issuance of the citations and customer (violator) service. The steps include: <br /> • Procurement, assembly, construction oversight, and testing of Red Light Camera System. <br /> • Film picked up and developed by IMS. <br /> • Violation film image scanning, digitization, and analysis by Customer Service <br /> Representatives at Lockheed's California Regional Operations Center. <br /> • On-line request and appending of California DMV Registered Owner and Licensed Driver <br /> Information for all citable violations. (Note: citation issuance to be clearly defined within a <br /> program operating policy defined mutually between the City and Lockheed Martin.). <br /> • Preparation of violation notices for on-line review and approval of a Redwood City <br /> designated police officer. If a citation is contested, then that designated officer needs to <br /> appear in court. <br /> • Provision of Cite Web to Redwood City for on-line review and approva/ of citations — to be <br /> installed upon a police department provided workstation running under MS Windows NT. <br /> • Printing and mailing of all approved citations, including paper, envelope, and laser printing <br /> of violation images on the citation (normally the two sequential views of the violation in <br /> progress, plus the close up of the driver and the license plate). <br /> • Provision to court of all citation information, on-line or by paper copy as requested, in full <br /> accordance with court and statutory rules pf procedure. Note: Court procedures and <br /> required information criteria to be clearly defined within a program operating policy defined <br /> mutually between the City and Lockheed Martin. <br /> • Telephone (local and/or toll free) Customer Service for violators to contact in lieu of City <br /> staff regarding an issued citation, payment options, and the program overall.
