� •�� <br /> The PR is a follow up to the PSR. It narrows the alternatives down to one, and a big <br /> portion of it is the environmental document. At first, it was anticipated that the <br /> Environmental Impact Report (EIR) that was prepared for the Oracle Island Park <br /> Development would be used as the Environmental Document for this project. Caltrans <br /> rejected the idea; therefore, a separate Initial Study/Environmental Assessment is being <br /> generated. As a result, the Consultant, Mark Thomas & Company (MTCo), had to <br /> change the scope of work to generate this environmental document. This is partially <br /> the reason for the request for additional funding for their contract, and thus, the change <br /> to the Cost Sharing Agreement. Another reason is because the project now anticipates <br /> partial grant funding from the Federal government (STIP); therefore, the environmental <br /> document not only has to adhere to California Environmental Quality Act (CEQA), but <br /> also to the National Environmental Protection Act (NEPA), which again requires <br /> additional effort. The $67,500 is being requested to supplement the original agreement <br /> of $273,000. Authorization to proceed was given by both Belmont and Redwood City to <br /> make sure the project does not fall behind. <br /> Although the PR itself has not been approved by Caltrans, many major components of <br /> the report have been finalized. These major components include the technical studies <br /> that support the Environmental Documents, and the Geometrics. The Geometrics of <br /> the interchange were approved by Caltrans after many technical reviews and <br /> discussions. With this approval, staff from both the City of Belmont and the City of <br /> Redwood City feel that the approval of the PR is imminent and that final design can <br /> begin. <br /> The first order of business for the final design would be to survey and map the project <br /> site. Once the mapping is done, utility relocation can be addressed with the utility <br /> franchisees. Right-of-way acquisition will follow once the mapping is completed. The <br /> City will have to begin discussions with the Oracle Corporation for a small amount of <br /> right-of-way. The City of Belmont needs to approach the owner of the Autobahn Motors <br /> parcel to negotiate an exchange or acquisition for a larger piece of property. These <br /> three tasks can be accomplished with minimal risk of having to be revised, if the PR is <br /> not approved as submitted. <br /> Prior to the award of the consulting contract for the preparation of the PSR and PR, the <br /> Cities of Redwood City and Belmont jointly held an interview process to select this <br /> consultant. MTCo has done a professional job thus far. Because MTCo has done so <br /> much work on this project, they have the background information, and would be the <br /> best candidate to complete the final design and to prepare the Construction Contract <br /> Documents. <br /> The construction cost for this project is estimated to be $12,650,000. This includes <br /> both the interchange reconfiguration and the direct access. <br /> A complete copy of both agreements is available for review in the City Clerk's office. <br />
