IOA•ii IS <br /> 3. There may be a temporary adverse effect resuiting from the construction of a <br /> new cable system, but this impact will be transient and is outweighed by the positive <br /> impact. <br /> 4. Adding a second cable system would have minor adverse aesthetic impact in <br /> terms of additional cables on the utility poles and some additional above-ground <br /> equipment in underground utility areas. This adverse aesthetic impact will be outweighed <br /> greatly by the positive effects of competition. <br /> 5. There will not be any unreasonable disruption or inconvenience other than <br /> temporary effects of construction of the new system. <br /> 6. It is expected that RCN will adhere to all requirements of the Public Utilities <br /> Code and the Municipal Code of the City of Redwood City. <br /> 7. RCN has the requisite technical and financial ability to construct, maintain and <br /> operate the proposed cable system. <br /> 8. There is no impact on the City's interest in having universal cable service since <br /> the incumbent cable operator already provides universal cable service and the applicant, <br /> RCN, will be required to do the same. <br /> 9. The franchise grant to RCN will meet all societal interests that the incumbent <br /> cable operator now meets and is expected to meet in any new franchise term. In addition, <br /> the benefits of competition will be realized. <br /> 10.
