PRUDENT SYSTEM EMERGENCY RESERVE <br /> Philosophy: The June 1989 Kennedy/Jenks/Chilton engineering report accepted by the City <br /> Council in 1990 recommended that a$2 million system emergency reserve be established and <br /> maintained at all times. Staff concurred with this recommendation and the 1993 Joint <br /> recommendation included a multi-year inuemental accumulation of the funds. <br /> VII.
