RESOLUTION NO. 17-12 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY APPROVING A DOWNTOWN PLANNED COMMUNITY <br />PERMIT INCLUDING TWO GUIDELINE DEVIATIONS, PARKING IN -LIEU <br />FEE, AND LOT LINE ADJUSTMENT, FOR 929 MAIN STREET <br />PURSUANT TO THE CITY OF REDWOOD CITY'S DOWNTOWN <br />PRECISE PLAN AND SUBDIVISION ORDINANCE AND FINDING THAT <br />SAID APPROVALS ARE EXEMPT FROM THE REQUIREMENTS OF THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT <br />WHEREAS, Applicant, Hayes Group Architects c/o Ken Hayes, submitted an <br />application for a Downtown Planned Community Permit, Parking In -Lieu Fee Application, <br />and Lot Line Adjustment for an 4,177 gross/3,281 net square foot addition to an existing <br />historic building located at 929 Main Street (the "Project"), which is located within the <br />Downtown Precise Plan area (DTPP); and <br />WHEREAS, on April 13, 2017, the Historic Resources Advisory Committee <br />(HRAC) conducted a public hearing to consider whether the proposed Project would <br />create a substantial adverse change in the significance of the potential historic resource <br />located at 929 Main Street, the Expanded Historic Main Street District, or the three historic <br />resources at 917-921 Main Street, 935 Main Street, and 116 Stambaugh Street. The <br />HRAC considered the historic analysis reports prepared by Page & Turnbull, and agreed <br />with their conclusions that: <br />(1) The Project will not have a significant adverse impact on the subject building <br />and fully adheres to the Secretary of the Interior's Standards for the <br />Treatment of Historic Properties with Guidelines for Preserving, <br />Rehabilitating, Restoring & Reconstructing Historic Buildings, <br />(2) The Project will not create a substantial adverse change in the significance of <br />the Main Street Historic District, and will protect its continued eligibility for <br />listing on the California Register, <br />(3) The Project will not create a substantial adverse change in the significance of <br />the adjacent historic resources at 917-921 Main Street, 935 Main Street, and <br />116 Stambaugh Street, and will protect the adjacent historic resources' <br />continued eligibility for listing on the California Register, and <br />(4) The Project, which includes removal of a 775 square -foot addition constructed <br />in 1939, will not create a substantial adverse change in significance of the <br />subject building, three adjacent historic resources at 917-921 Main Street, <br />935 Main Street, and 116 Stambaugh Street, as well as the Expanded Historic <br />Main Street District; and <br />Page 1 of 17 <br />ATTY/RESO.0092/PC RESO 929 MAIN ST. <br />REV: 10-04-17 PR <br />
