WHEREAS, on April 13, 2017, the HRAC voted 4-0 to recommend that the <br />Planning Commission determine that the Project at 929 Main Street would not cause a <br />substantial adverse change in the significance of the historic resource at 929 Main Street, <br />nor would it cause a substantial adverse change in the significance of the Expanded <br />Historic Main Street District or the historic resources located at 917-921 Main Street, 935 <br />Main Street, and 116 Stambaugh Street, Expanded Historic Main Street District, and <br />would remain eligible for listing in the California Register of Historic Places; and <br />WHEREAS, on June 1, 2017, the Architectural Advisory Committee (AAC) <br />conducted a public hearing to consider the proposed two (2) deviations from the DTPP <br />guidelines, providing that Courtyards should be enclosed by no fewer than two sides, and <br />that recessed entrances shall have wall surfaces at a 45 degree angle. The AAC found <br />that the two (2) proposed deviations are consistent with the spirit and intent of the DTPP, <br />and unanimously recommended Planning Commission approval of those two (2) <br />deviations; and <br />WHEREAS, the Planning Commission of the City of Redwood City is empowered <br />by the Downtown Precise Plan and Zoning Ordinance to act upon applications for <br />Downtown Planned Community and Parking In -Lieu Application; and <br />WHEREAS, on October 3, 2017, pursuant to Section 2.0.3.A.3.a of the DTPP (pg. <br />28), the Planning Commission conducted a public hearing in accordance with all <br />applicable requirements of the Subdivision Map Act, and the Redwood City Municipal <br />Code and Zoning Ordinance, to consider the Downtown Planned Community Permit <br />Application DPC2016-004 including two (2) guideline deviations, Lot Line Adjustment <br />Permit Application LL2016-003, Parking In -Lieu Fee Application, and all applicable <br />requirements of the State Planning and Zoning Law, the Downtown Precise Plan, and the <br />recommendations of the AAC and HRAC; and <br />WHEREAS, the Planning Commission determined that the proposed Downtown <br />Planned Community Permit including two (2) guideline deviations, Lot Line Adjustment <br />and applicant's payment of the Parking In -Lieu Fee would further the purposes of and <br />appropriately implement the City of Redwood City General Plan, applicable provisions of <br />the Redwood City Municipal Code and Downtown Precise Plan, and the 929 Main Street <br />project. <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />Section 1. The Planning Commission, having independently heard, considered <br />and weighed all the evidence in the record, finds that the above recitals are accurate and <br />constitute findings in this matter and, together with the staff report and the application <br />materials, including without limitation the development plans, and all other documents, <br />reports, studies, memoranda, maps, oral and written testimony, and materials in the City's <br />file for the application, and all adopted City planning documents relating to the Project <br />and the property including the City's General Plan, Municipal Code, Downtown Precise <br />Plan, Downtown Precise Plan EIR, other applicable City laws and regulations, and all <br />associated approved and certified environmental documents, have together served as an <br />Page 2 of 17 <br />ATTY/RES0.0092/PC RESO 929 MAIN ST. <br />REV: 10-04-17 PR <br />
