a. A Landscape Maintenance Agreement for all assigned landscape areas <br />in public rights of way, easements, and/or on property in which the City <br />holds an interest to be maintained. Maintenance items shall include, but are <br />not limited to, planting trees, shrubs, flowers, grass and all appurtenances <br />including irrigation systems and pedestrian scale lighting. <br />Reports and Survevs <br />24. As-Builts —The applicant shall provide "as -built" or "record" drawings prepared by <br />a Civil Engineer, to be submitted in paper, and/or PDF formats. <br />[COA][ENGINEERING] <br />25. Asbestos -Containing Materials — If, during building demolition, any asbestos - <br />containing materials (ACM) are detected which were not sampled as part of the <br />Phase 1 report, they shall be either tested or assumed to contain asbestos. A <br />specific ACM abatement work plan shall be prepared prior to the start of <br />demolition, subject to City review and approval. [COA][ENGINEERING] <br />26. Geotechnical Report - Include a geotechnical field review and reports for all <br />grading work, prepared by a licensed geotechnical engineer and in conformance <br />with Engineering Standards, Volumes II & III, CBC, and other State regulations. <br />This shall be submitted as part of the building permit application. <br />[SDR][ENGINEERING] <br />FEMA and Base Flood Elevations <br />27. Finished Floor Elevation (FFE) - The finished floor elevation (FFE) is shown to <br />be <br />12.92 feet, based on NAVD88. FEMA has notified all the municipalities within San <br />Mateo County that new Flood Insurance Rate Maps (FIRMS) will become effective <br />in Mid -2017. The project site is currently located within Zone X, and is not within <br />a Special Flood Hazard Area. Upon FEMA's approval of the new maps, the project <br />will be located within Zone AE, with a base flood elevation of 10 feet, and is within <br />a Special Flood Hazard Area. Chapter 41 of the City's municipal code and <br />engineering standards require that new construction and substantial <br />improvements to existing structures be built with the lowest finished floor elevation <br />set at or above the base flood elevation, with a recommendation of setting the <br />lowest finished floor elevation 1 foot above the base flood elevation. Chapter 41 <br />of the City's municipal code requires that all building permits and project <br />plans meet the requirements of the FIRM in effect at the time of permit <br />issuance, regardless of when the project was submitted or deemed <br />complete. Although the project will not be required to consider the updated base <br />flood elevations if construction has started prior to the effective date of the FIRM <br />revisions, the owner may still be subject to FEMA flood insurance requirements <br />based on the elevation certificate filed upon completion of the project. It is <br />recommended that the FFE and any floodproofing be designed to accommodate <br />the new base flood elevations, and that the applicant considers implications to <br />future flood insurance requirements.
