Adopt a resolution rejecting all bids, and directing return of bid security for the Citywide <br />Street Resurfacing Project; <br /> <br />2. Approve Change Orders to existing contracts for the 1999-2000 Overlay Project and <br />1999-2000 Slurry Seal Project. <br /> <br />Background <br />On June 26, 2000, the City Council approved the Contract Documents for Overlay Project, <br />and authorized advertisement for bid. <br /> <br />At the bid opening held July 19, 2000, the City Clerk received five bids, which are <br />summarized below: <br /> <br />Rank Contractor Amount <br /> <br />1. Bortolotto & Company - San Carlos, CA $399,647.00 <br /> <br /> (Average bid (excluding the high and low) $386,529.67 <br /> <br />The average bid of $386,529.67 is 61.58% over the Engineer's Estimate of $239,225.00 for <br />the cost of construction, and the low bid of $355,923.00 is $48.78% over the Engineer's <br />Estimate. The bids for this project are higher than the engineering estimate because the <br />asphalt plant has to shut down its routine operation in order to mix specialty asphalt for this <br />project; therefore, the unit cost per ton of asphalt is unreasonably higher compared to <br />conventional asphalt. Staff wanted to try the new technology of putting a very thin (3/4") <br />layer of gap-grated special asphalt mix on a thick polymer modified emulsion. This new <br />technology could replace the cape seal treatment which we used in the past, but it seems <br />this treatment is very costly at this time. <br /> <br />.",-.".-,.....-.... <br />
