A general environmental review will also have been <br />completed. <br /> <br />5. Blomquist Street - Road Extension <br />The Blomquist Street-road extension is critical for safety and circulation reasons. Request <br />for proposal documents will soon be sent to engineering consultants to prepare the <br />necessary construction documents for the road extension and bridge. This will allow us to <br />establish the exact right-of-way line for the Specific Plan. An agreement for consulting <br />services should be before the Council in October. There is enough money in the Traffic <br />Mitigation Fee fund to pay for this design. Also, staff is investigating grant potential to <br />provide at least partial funding for the bridge, road, pedestrian, or bicycle access. <br /> <br />Fiscal Impact <br />State law allows the City to apportion the cost of developing the Specific Plan to future <br />development based on a reasonable formula. The City will pay the up front costs for the <br />Specific Plan and EIR which are expected to cost $200,000.
