<br />9 Cr2- <br /> <br />2. Bair Island Study Area Boundaries <br />The ordinance boundaries exclude the sites now occupied by Irvine Apartments, Kaufman <br />& Broad and Pete's Harbor. Irvine Apartments is built-out with 155 units and a pleasure <br />boat marina. Kaufman & Broad is built-out with 46 units. The Pete's Harbor site is zoned <br />General Commercial - Residential Combining District. The Specific Plan could follow the <br />boundaries of the ordinance area, but it would make sense to include all of the property <br />on Bair Island Road, since the road will impact and be impacted by development within <br />the study area. The Irvine Apartments, Kaufman & Broad and Pete's Harbor properties <br />are not included in the area defined by the ordinance. According to State Code one, <br />reason for preparing a Specific Plan is to show"... major components of public and <br />private transportation, sewage, water, drainage, solid waste disposal, energy, and other <br />essential facilities proposed to be located within the area covered by the plan, and needed <br />to support the land uses described in the plan," For this reason, these three parcels <br />should be included in the specific study (even though not subject to the moratorium) to <br />insure all of the anticipated development is accounted for in the plan for the entire area <br />(Attachment 3). <br /> <br />3. Bair Island Study Area Committee <br />In an effort to provide guidance in the Specific Plan process, we would recommend that a <br />committee be established (see Attachment 4). The proposed make-up of the committee <br />is as follows: <br /> <br />One Councilmember (appointed by the Mayor). <br />One Planning Commissioner (appointed by the Chairman). <br />One Housing and Human Concerns Committee member (appointed by the <br />Chairman). <br />Property owners and tenants of all properties within the study area. <br />One representative of the Seaport Industrial Association. <br /> <br />The staff support would come from Planning and Redevelopment, Building and <br />Inspection, and Engineering and Construction. Joel Patterson will be Project Manager. A <br />consulting firm will also be hired to work directly with the committee and staff to develop <br />the Specific Plan. An agreement for consulting services will be coming to the Council as <br />soon as a consultant is selected, and a fee negotiated, if the attached ordinance is <br />approved by City Council tonight. <br /> <br />There will also be input from the Police Department, because their facility is within the <br />study area, from the Don Edwards (Bair Island) Wildlife Refuge staff, to address public <br />access and the Bay Trail access and potentially other agencies. The meetings would be <br />open to the public <br /> <br />4. Schedule <br />Once the consultant is hired and all of the people on the committee notified, the planning <br />process is expected to move rapidly. We are looking at four monthly work sessions <br />where the consultants would move the group from goal setting to the recommended plan. <br />A Council study session is planned mid-term to "check in" and provide input. A joint <br />study session will be scheduled for December 4, 2000. <br /> <br />2 <br />
