If development were allowed to occur under present market conditions, <br /> <br />an imbalance of land uses would result, and lands that otherwise may be <br /> <br />available for housing, commercial, or other uses would be lost for those <br /> <br />purposes; <br /> <br />T. Development within the Study Area under the current zoning districts <br /> <br />would conflict with necessary studies for, and implementation of, revised land <br /> <br />use regulations in furtherance of the public safety, health, and welfare; <br /> <br />U. Pursuant to Ordinance No. 2199 entitled, "Interim Urgency Ordinance <br /> <br />Prohibiting Land Uses in Conflict with General Plan, Specific Plan, and Zoning <br /> <br />Proposals Under Consideration for Herein Described Area Located in the Vicinity <br /> <br />of Maple Street, East Bayshore Boulevard, and Bair Island Road in the City of <br /> <br />Redwood City," operative July 24, 2000, this Council prohibited development of <br /> <br />property within the Study Area for a 45-day period; <br /> <br />V. <br /> <br />New and different urgency interim regulations, allowing certain <br /> <br />developments within the Study Area are necessary in order to balance the rights <br /> <br />of property owners to develop their property with the public need to conduct <br /> <br />studies of alternatives and revised use land regulations and to implement such <br /> <br />regulations within the Study Area; <br /> <br />The regulations hereby enacted provide appropriate exemptions from the <br /> <br />prohibition of development of lands within the Study Area, and are different from, <br /> <br />and not an extension of, the regulations enacted under the aforesaid Ordinance <br /> <br />No. 2199; <br /> <br />Ord-117 <br />F:/shared/redwood/council <br />DES:djk <br />08/23/00 <br /> <br />4 <br /> <br />" '""'""""'"-¡"'---"-"-'"T"'" <br />
