<br />9ct( <br /> <br />w. <br /> <br />The above-described <br /> <br />conditions constitute <br /> <br />an' emergency <br /> <br />endangering the public health, safety and welfare requiring enactment of <br /> <br />emergency measures. <br /> <br />Section 2. Prohibited Acts. Except as provided in Section 3, from and <br /> <br />after the operative date hereof and so long as this ordinance shall remain in <br /> <br />effect, including such periods extending the effective date of this ordinance, no <br /> <br />building permits, use permits, architectural permits, planned development <br /> <br />permits, zoning variances, zoning permits, subdivisions, or any other land use <br /> <br />entitlements shall be issued or approved with respect to properties within the <br /> <br />Study Area. <br /> <br />Section 3. <br /> <br />Exemptions. <br /> <br />Notwithstanding the provisions of this <br /> <br />ordinance to the contrary, developments, if any, which are approved pursuant to <br /> <br />a specific plan, development agreement, disposition and development <br /> <br />agreement, or by other agreement duly entered into by the City shall be <br /> <br />exempted from the provisions of this ordinance. <br /> <br />No such specific plan, <br /> <br />development agreement, disposition and development agreement, or other <br /> <br />agreement, shall ,be approved and entered into by the City or by the <br /> <br />Redevelopment Agency of the City of Redwood City unless the Planning <br /> <br />Commission shall have reviewed such proposed plan or agreement after duly <br /> <br />noticed public hearing, and this Council, likewise after duly noticed public <br /> <br />hearing, shall have found that the development permitted under such plan or <br /> <br />agreement is consistent with land use proposals under consideration for <br /> <br />Ord-117 <br />F:/ sha red/redwood/ cou nci I <br />DES:djk <br />08/23/00 <br /> <br />5 <br />
