REPORT

I.~A ,

'"Joth eHonorableM~yorandCityC Dun ci I
FromtheCi Mana er

August 28,2000

Subject
Task Order No.1 - CCS Planning and Engineering, Inc.

Recommendation
Approve Task Order No.1 with CCS Planning and Engineering, Inc. for an additional
expenditure to their contract for Consulting Engineering Design Services for the
Redwood Shores Street System Improvements Project, in an amount not to exceed
$70,870.

Background
On May 3, 1999, the City Council approved an agreement with the CCS Planning and
Engineering, Inc. for Consulting Engineering Design Services for the design of street
improvements at the following intersections:

~ Marine Parkway at Twin Dolphin Parkway
~ Marine Parkway at Bridge Parkway
~ Redwood Shores Parkway and Bridge Parkway

The initial scope of work was derived from a traffic study done by Brian Kangas Foulk, a
consulting engineering firm in Redwood City. The study was done beginning in 1996, in
cooperation with the Cities of Belmont and San Carlos. The final report was issued in
April of 1998. This study relied on projected developments along with traditional traffic
generating models. At the time of the study, the size and potential of development of
some of the parcels in Redwood Shores were still unsettled. The study took the
conservative approach of assuming the maximum traffic generating potential to
formulate the recommended improvements.

The typical improvements recommended were:
~ adding left or right turn lanes;
~ lengthening of turn lane pockets;
~ relocation of median to accommodate turn lanes;
~ removal of traffic signal poles located in the median;
~ remediating drainage problems;
~ landscape/irrigation; and the biggest cost item,
~ widening of roadways to accommodate new turn lanes.

The estimated construction cost of the original scope of road work was $2.45 million
and the consulting contract was for $275,975.

.." .._~_. .., '---""T-'--- .
