<br />7. ~A 2- <br /> <br />Several changes were necessary during the design process, resulting in this Task <br />Order. <br /> <br />At the 65% review, the project was presented to several Homeowner Associations in <br />Redwood Shores. Mr. Michael Gibson of the Redwood Shores Owners Association <br />was also contacted for design input. At that time, the Pelican Cove Homeowners <br />Association's president spoke against the project scope, specifically at the intersection <br />of Marine Parkway and Bridge Parkway (adjacent to their development). The <br />Association claims that the widening will take some of the public right-of-way and <br />degrade the landscaping in front of their development. The association was also in <br />opposition to a wider street crossing on Marine Parkway. Staff directed the Consultant <br />to reanalyze traffic operations to reevaluate the scope of work. With the analysis result <br />in hand, the scope was revised to lengthen the westbound left-turn pocket on Marine <br />Parkway onto Bridge Parkway in-lieu-of an additional turn lane. Along with that change, <br />it was also decided that an eastbound through-lane on Marine Parkway would be <br />converted into a left-turn lane (into Westport). These two changes effectively eliminated <br />the need to widen the roadway, which would be the most costly item, not to mention the <br />many trees that would have to be removed. This change was not in the Consultant's <br />original scope of work, but Consultant time originally allocated for construction support <br />was used to complete this task in order to not delay the design effort. <br /> <br />Subsequently, at the 95% review, it was decided that improvements at the intersection <br />of Marine Parkway and Oracle East also be enveloped into this project. The objective <br />was to gain economies of scale. Improvements at this location are part of the Oracle <br />Development Agreement and GID 1-64 Facility Fees. Therefore, Oracle funded this <br />design effort directly, thereby not affecting the agreement between the City and the <br />Consultant. <br /> <br />At this stage, the only remaining intersection that is scoped to have roadway widening is <br />Redwood Shores Parkway and Bridge Parkway. This widening was to accommodate <br />an additional left-turn lane (eastbound) onto Bridge Parkway. During the finalization of <br />the Contract Documents, several residents of the Redwood Shores area spoke up <br />against additional traffic being on Bridge Parkway. Several meetings were held and Mr. <br />James Daisa of Fehr and Peers Associates (a traffic consultant who is very familiar with <br />issues in the Redwood Shores area), was retained to study the situation. Along with <br />that study, new traffic counts were made. The study and the new counts revealed that <br />the volumes that were anticipated in 1996-1998 were not materializing as anticipated. <br />This may be a result of the flexible office hours of the newer high technology companies <br />located in the Westport development. These companies also tend to lease more space <br />than they currently need in anticipation of dynamic growth. Therefore, Westport may be <br />100% leased, but may not be fully occupied. With all these considerations taken into <br />account, a traffic operation analysis was performed, and yet another change in scope is <br />proposed. The additional left-turn lane from eastbound Redwood Shores Parkway to <br />Bridge Parkway will be eliminated in-lieu-of lengthening the turn pocket. <br /> <br />Staff is issuing an addendum to all existing plan holders to delay the bid opening from <br />August 30, 2000 to October 18, 2000. This Task Order will account for both the 65% <br />
