I <br /> <br />REPORT <br /> <br />To the Honorable Mayor and city Council <br />, -", ,', ,- , , , "FromtheCi Mana er <br /> <br />August 28, 2000 <br /> <br />Subject <br />Agreement for Consultant Engineering Services for the Design Phase of the Woodside <br />Road Widening Project - Engineering File No. 1204-01 <br /> <br />Recommendation <br />Adopt a resolution approving and authorizing execution of agreement with Mark <br />Thomas and Company, Inc., of Redwood City, California, for providing consultant <br />engineering services for Phase II of the Woodside Road Widening Project, in an <br />amount not to exceed $865,000. <br /> <br />Background <br />The Woodside Road Widening Project consists of adding one lane in each direction on <br />Woodside Road (State Route 84) between the limits of Broadway and EI Camino Real. <br />The widening will convert the roadway cross section from four lanes to six lanes in this <br />location. The reason for adding the two lanes is that new office developments in this <br />area will have a profound effect on the traffic situation on Woodside Road, as workers <br />try to get from Highway 101 onto Woodside Road and into the adjoining properties. <br /> <br />Since this road is a State maintained highway, the Department of Transportation will be <br />primarily involved with the reviews and approvals. This factor will make the approval <br />process much longer, as we will have to obtain a Caltrans Encroachment Permit, and <br />plan approval. <br /> <br />We have completed Phase 1, the Environmental Clearance and the Project Study <br />Report for this project. Funds for the first phase were provided 100% from the <br />Transportation Authority's (TA) Measure "A" funds. On August 3, 2000 the TA <br />approved the funding for Phase 2 of the project, which is the preparation of the plans <br />and specifications for the construction of the improvements. <br /> <br />Aesthetic Issues <br />The proposed services include providing design support for landscaping and some kind <br />of "entry statement." The extent of these features will have to be worked out with our <br />Architectural Review Committee, and possibly the Planning Commission. The exact <br />format of this process will have to be resolved during the design phase, as more <br />information becomes available. <br /> <br />, ,',,-'--""-"""yo"""" <br />
