Findings. This Council hereby finds and declares as follows: <br /> <br />A. The market demand for office development in the City of Redwood <br /> <br />City has increased far beyond that anticipated when current land use <br /> <br />designations were established under Ordinance No. 1130, as <br /> <br />amended, the Redwood Zoning Ordinance ("Zon. Ord.n); <br /> <br />B.
