If the City's reduced warrants were <br />applicable, the subordinate criteria (see #7 on attached warrants) could be met if <br />Council adopted a finding that pedestrian activity from the nearby park merits <br />additional protection from vehicle traffic <br /> <br />~&~ <br /> <br />The purpose of stop sign warrants is to provide a reasonable balance of safety and <br />traffic flow considerations in evaluating the need for stop signs. <br /> <br />Reasons for avoiding installation of stop signs that do not meet warrants include: <br />,. Additional stops make travel more inconvenient; <br />,. increased noise and exhaust emissions from starting and stopping of <br />vehicles; <br />,. a perceived sense of safety by pedestrians and drivers that fails to recognize <br />other hazards, leading to careless behaviors, and <br />,. a general disregard for stop signs where there is little cross traffic, particularly <br />from people familiar with the area. <br /> <br />Alternatives <br />1. Adopt a resolution approving and authorizing the installation of stop signs on the <br />eastbound and westbound approaches of Hopkins Avenue at King Street. Approval <br />could be based on the community's expressed desire to provide extra protection for <br />the significant number of pedestrians crossing to/from the immediately adjacent <br />Stafford Park, and projections that the resulting vehicle delays on Hopkins Avenue <br />would be considered acceptable according to usual City standards. <br /> <br />2. Deny authorization for the stop signs on the approaches of Hopkins Avenue to King <br />Street, based on failure to meet the engineering criteria of the City's current stop <br />sign policy, and the potential negative impacts previously described in this report. <br />The intersection would remain in its present control configuration with stops on the <br />northbound and southbound approaches of King Street and no controls on Hopkins <br />Avenue. <br /> <br />Fiscal Impacts <br />If approved, stop sign and related markings installation costs are estimated @ $2,500. <br />Funds for this expenditure are available in the Neighborhood Traffic Calming Program <br />of the Capital Improvement Program Budget. <br /> <br /> <br />/"; "ì <br />. /, ~', / / I <br />~f:.~ '-.C, q 77 ' <br />y',f',- J" ~.' .. ~ /.j <br />Richard K.
