Cou nei I <br />Fromthe.CityMa nager <br /> <br />September 11 , 2000 <br /> <br />Subject <br />Stop Sign Installation - Harrison Avenue at Cleveland Street <br /> <br />Recom mendation <br />Adopt a resolution approving and authorizing the installation of a stop sign on the eastbound <br />approach of Harrison Avenue at Cleveland Street. <br /> <br />Background <br />Staff has investigated a request by the principal of McKinley School to install a stop sign on <br />Harrison Avenue at Cleveland Street. At present, there is a stop sign for the northbound <br />approach of Cleveland Street and no stop signs for either the eastbound or westbound <br />approaches of Harrison Avenue at this 'T' intersection (a diagram of the intersection is <br />attached). During school drop-off and pick-up times, a large number of students and <br />parents cross Harrison Avenue at or near this intersection to get to the walkway (over the <br />creek) that accesses the school grounds. Staff recommends installing a stop sign and a <br />crosswalk on the eastbound approach, which will provide a stop-controlled marked crossing <br />across Harrison Avenue. The new stop will encourage pedestrians to cross Harrison on the <br />west side of the intersection which is the preferred crossing location. Harrison Avenue ends <br />approximately 500 feet west of the intersection. Therefore, the volume of traffic west of the <br />intersection is small and limited to the residents who live on the short segment of Harrison <br />A venue west of Cleveland Street and the school staff who park along the north side of the <br />street. For the same reasons, the traffic impact of the new stop sign will be minimal. The <br />only change in controls will be that the small volume of eastbound traffic exiting the segment <br />of Harrison Avenue west of Cleveland Street will now have to stop at the intersection. The <br />westbound traffic will not be affected. <br /> <br />Staff also recommends the installation of a crosswalk on the Cleveland Street leg of the <br />intersection as well as a "SLOW SCHOOL XING" pavement legend and school crosswalk <br />warning signs for the westbound approach of Harrison Avenue at Cleveland Street to <br />increase drivers' awareness of the crosswalk. Two no parking signs will be installed on the <br />school side of Harrison Avenue to prevent vehicles from parking too close to the proposed <br />crosswalk. Also, approximately 20 feet of red curb will added on the south side of Harrison <br />Avenue at the intersection (in front of 505 Harrison Avenue) to prevent vehicles from <br />parking on the stop legend and too close to the proposed crosswalk. <br /> <br />Notices describing the proposed changes to the intersection traffic controls were sent to 35 <br />residences adjacent to the intersection, including all residences that are accessed via <br />Harrison Avenue west of Cleveland Street. The notice announced that the stop sign would <br />be recommended to the City Council at this September 11 meeting, and indicated that <br />residents could contact the City's Traffic Engineer before 5:00 PM on September 11 to <br />indicate their support or opposition.
