Preparation of this plan is a requn-emcnt of the Redwood Shores <br />Bayfront (RSB) zoning district, which is comprised of three adjoining parcels of land totaling <br />67.4 acres near the easterly tip of Redwood Shores. The owners of the three properties <br />include: 1) South Bayside System Authority (SBSA); 2) Fully Alive Christian Church <br />(FACC), previously owned by KGE! radio station; and 3) Susqueharma San Francisco, <br />owners of the KNBR radio station property. <br /> <br />FACC received a Conditional Use Permit from the City of Redwood City in mid-1999 to <br />allow ch1.U'ch-re1ated uses on their parcel. This approval prompted the requirement foT" <br />preparation of the Specific Plan. The initial draft of the Specific Plan is anticipated to be <br />completed by the end of October, 2000, with completion of the final draft expected by the <br />end of November, 2000. Stonybrook Associates, Inc. has been retained to prepare the draft <br />Specific Plan. The Spec:iñc Plan constitutes a "project" under the Califonùa Environmental <br />Quality Act (CEQA); therefore, environmental review of the Specific Plan must occur prior <br />to its adoption by the City. CH2M lllLL will be retained to prepare the CEQA document(s) <br />for the project and conduct the environmental review process. <br /> <br />The .RSB Specific Plan will establish the location, intensity, and character of the land uses to <br />be permitted within the boundary of the Specific Plan; development standards; the <br />circulation pattern; and the necessary infrastructure improvements to support development <br />within the Specific Plan area. The Specific Plan will also consist of the objectives, policies, <br />design guidelines, and implementation measures to direct development within the Specific <br />Plan area. The Specific Plan will be adopted as an amendment to the Redwood Gty General <br />Plan, and will establish policies specific to the area covered by the Plan. <br /> <br />ENVIRON1\.1ENT At REVIEW <br /> <br />The City of Redwood City (City) anticipates that an Environmental Impact Report (ErR) <br />may be requn-ed as the appropriate environmental document for the project. However, in <br />accordance with. CEQA, an Initial Study will first be prepared to detetnúne the potential <br />significance of environmental impacts associated with development under the Specific Plan. <br />If the Initial Study indicates that environmental Împacts can be reduced to a less-than- <br />significant level through mitigation measures that can be incorporated into the project, the <br />City may decide to prepare a Mitigated Negative Declaxation (MND) instead of an EIR. <br /> <br />To the extent possible, the environmental document will assess specific development <br />proposals within the Specific Plan. However, these specific proposals may not be developed <br />to the level of detail that would permit a project-level of environmental review. Therefore, <br />the environmental document would assess the Specific Plan at a programmatic level. <br /> <br />T' .--T <br />
