The scope of work for this project is broken into 5 tasks, which coincide with the CEQA environmental review process. A specific scope of services is provided for Task 1 in this document. After the d~ion is made as to whether an MND or EIR will be prepared, detailed scopes of work will be developed for subsequent tasks. Task 1: Prepare Project Desaiption and Initial Study Decision Point: Mitigated Negative Declaratio1'l (MND) or EIR? Tasks 2 - 5 assume an EIR would be prepared. If an MND is selected, a revised scope will be provided. Task 2: Prepare Adnrinistrative Dt'aft EIR Task 3: Prepare and Circulate DEIR Task 4: Prepare Administrative Final Em and Response to CoIIU1'lents Task 5: Prepare Final EIR Preparation of the Specific Plan is being directed by an Oversight Committee, comprised of the City of Redwood City, the property owners within the Specific Plan, and the Redwood Shores Ownexs Association (RSOA). TIle Oversight Committee meets monthly. Attendance by CH2M HILL at th~ Oversight Committee meetings is included in our scope of work. Task 1: PrepilIe Project Description and Initial Study Task 1 begms with a kick-off meeting between the CH2M HILL and the City of Redwood City planning staff. We will use this meeting to obtain information, existing studies, and project materials from the Gty as necessary. FoUow;ng the meeting, we will tour the project site to become familiar with the physical setting and environmental issues associated with the project. As part of this task, we will attend the monthly Oversight Committee meetings for September, October, November, and December, 2000. We will also attend 8 Redwood City Plarming Comnùssion study session, which is scheduled to occur during this task. Following completion of the draft Specific Plan:in late October, we will prepare a draft project description for CEQA purposes. The project description will include all of the elements required under CEQA, and will be prepared with input and assistance from the Specific Plan consultant. The draft project description will be circuJated for review by the Oversight Committee prior to be:ing finalized. It will include maps and graphics as necessary to illustrate the location and compoJ.'\ents of the Specific Plan. We will incorporate as many of the graphics from the Specific Plan as possible to avoid duplication of effort. Following approval by the Oversight Committee of the project description, we will prepare the draft hútial Study. The draft Initial Study wiU rely on existing studies, data, and techrúcal reports that are available from the City and property owners. No new techrúcal analyses, other than reconnaissance-level field v;sits, will be performed for the draft Irútial Study.
