/• Without the contract heritage tree inspection services, staff will have to defer
inspections of City owned trees in order to perform the inspections on privately
owned trees. Delays will be experienced in responding to inquiries for work order
requests for publicly owned trees and permit inspection applications for privately
owned trees.
2) Perform another Request for Proposal process. This is a professional services
contract that does not require a formal bid process. Staff believes the costs will
increase as the result of a new proposal process. New specifications will include
many of the permit inspection services and reporting procedures provided by Mr.
Morneau (such as calling the permit applicant, arranging for appointments when
requested, and coordinating "special requests" for inspections). These were not
included in the previous specifications and should cause proposals to come in with
higher costs. Staff would require six to eight weeks to implement the RFP process.
Mr. Morneau was originally hired based on a competitive request for proposals two
years ago.
Fiscal Impact
Funds were approved and appropriated in the Professional Services object of the Street
Tree Maintenance subprogram budget proposed for fiscal year 2000-2001 in the amount
of $30,000.
Note: During this fiscal year, staff will put forward a proposal to Council to implement a fee
schedule for these permits, to fund a portion (or all) of the costs of the inspection service.
/ '`1_ Q v
Gordon Mann Peter Ingram Ed verett
Public Works Superintendent Public Works Services Director City Manager
Attachments
1) Resolution
2) Scope of ServiceS (Exhibit `A' from Agreement)
3) Fee Schedule (Exhibit `B' from Agreement)
Full agreement is available for review in the City Clerk's office
Gm/word/council reports/heritage tree insp Svcs
Page 2 of 2
