REPOR T <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 23, 2000 <br /> Subject <br /> Road and Landscape Improvements at the intersection of Redwood Shores Parkway/Airport <br /> Way/Sky Way <br /> Recommendation <br /> Conceptually approve: <br /> • quit claim of a portion of Airport Way and Sky Way from the City of Redwood City to the <br /> City of San Carlos <br /> • de-annexation of two parcels totaling approximately 2.3 acres from the City of Redwood <br /> � City to be annexed to the City of San Carlos <br /> • transfer ownership of parcel finro (1.6 acres) from City of Redwood City to the City of San <br /> Carlos <br /> Direct Staff to prepare legal documents for formal City Council action. <br /> Background <br /> The intersection of Airport Way/Sky Way and Redwood Shores Parkway is a remainder of land <br /> created by the Caltrans construction of the Redwood Shores Parkway/Hwy 101 intersection. The <br /> area is in the City limits of the City of Redwood City, however, the land served by Airport Way <br /> and Sky Way, (principally the San Carlos Airport, SamTrans maintenance facility and the <br /> industrial and office uses fronting Sky Way) are in the City of San Carlos. The 2.3 acres in the <br /> triangle of the surrounding roadways remain neither developed or landscaped. The portion of <br /> Airport Way and Sky Way within the City limits of Redwood City is substandard and subject to <br /> flooding. Further, a 1.2 acre parcel north of Airport Way also remains without landscaping and <br /> is subject to unauthorized parking of tractor trailers. <br /> Although these conditions have existed since 1978, the interests of both cities to aesthetically <br /> improve the entrances to their communities and resolve public safety problems can currently be <br /> facilitated with the help of the private market. Spieker Properties is currently completing its "Sky <br /> Way Landing Project . Spieker Properties and the City of San Carlos are reconstructing the <br /> „ <br /> entire length of Sky Way from its intersection with Airport Way to, and including, the Sky Way <br /> Landing Development at the terminus of Sky Way. <br /> Through a construction agreement approved by the City Council on July 26, 2000, Redwood City <br /> has authorized San Carlos to complete the reconstruction of Sky Way within Redwood City up <br /> to the Airport Way intersection. San Carlos desires to complete a number of improvements <br /> within the jurisdiction of Redwood City, which are necessary from a public safety standpoint and <br /> would be desirable from an aesthetic standpoint. Those include: <br /> 1. Reconstruction of Airport Way to provide additional lanes for turning movements, to <br /> eliminate flooding and to eliminate the public safety concerns at the Sky Way/Airport <br /> _ .__ ... . _� ___ __. __ . _ __.__ <br /> . . ___. __ <br /> ._ <br />
