• J - /Z.
Way intersection.
Estimated Cost =$416,000 (cost to be borne by San Carlos).
2. Construction of a free right-turn lane from east bound Redwood Shores Parkway to
south bound Airport Way to reduce congestion at the Redwood Shores
Parkway/Airport Way intersection.
Estimated Cost =$91,300 (cost to be borne by San Carlos).
 3. Cleanup and landscape the parcels on each side of Airport Way at Redwood Shores
Parkway. Improvements to include landscaping and installation of barriers on the
parcel north of Airport Way to prevent tractor/trailer overnight parking.
Estimated cost to be determined (cost to be borne by benefited businesses).
4. Installation of an entry/directory sign to the airport and major businesses along Sky
Way. Such a sign and landscaping would be subject to Redwood City design
standards and design review process.
Estimated Cost =$200,000 (cost to be borne by benefited businesses).
On July 14, 2000, the following Redwood City and San Carlos officials and staff met to discuss
the issues associated with these proposed improvements.
Redwood Cit San Carlos
Council Member Jim Hartnett Council Member Mike King
City Manager Ed Everett City Manager Mike Garvey
Director of Community Development Director of Community Development
Deborah Nelson Steve Watry
Plannin Director Neal Martin
San Carlos' position is that it desires to complete the proposed improvements and would fund
the public improvements but could not justify such an expenditure if the territory was in Redwood
City. Airport Way is in a deteriorated condition. Flooding of the roadway occurs annually and
the intersection of Airport Way and Sky Way is a safety hazard. In order to facilitate
implementation of the project, the group reached the following consensus.
1. Redwood City would de-annex parcels finro and three (totaling 2.3 acres), would
transfer ownership of parcel two, and the underlying fee title (including the right-of-
way) of Airport Way to the City of San Carlos (see attachment). LAFCO approval is
required.
2. Parcet one would remain in Redwood City.
3. Redwood City would retain certain restrictions over parcels two and three including:
a. No development will be allowed with the exception of an entry/directional sign
and landscaping.
b. Redwood City will retain development review authority over the entry/directional
sign proposal and landscaping.
4. San Carlos would be responsible for constructing the road improvements to Airport
Way and Redwood Shores Parkway and the flood control measures without cost to
Redwood City.
5. Both Redwood City and San Carlos would jointly seek funding participation for the
road and flood control work from SamTrans.
2
