TO THE HONORABLE <br /> MAYOR AND CITY COUNCIL <br /> � FROM THE CITY MANAGER ; <br /> i <br /> October 23, 2000 <br /> SUBJECT <br /> Approve job specifications for the classifications of Management Analyst and Community <br /> Communications Specialist and amend the Salary Plan accordingly. <br /> Recommendation <br /> 1. Adopt the resolution which approves job specifications for the positions of Management Analyst and <br /> Community Communications Specialist; and <br /> 2. Amend the salary plan accordingly. <br /> Background <br /> The City Manager Department and Public Works Services Department have both recognized an <br /> �ncreasing need to develop data and perform research and technical analysis concerning various <br /> .dministrative, fiscal, regulatory and operational issues. The proposed Management Analyst will perform <br /> duties such as: <br /> • serve as a lead for the City-wide performance measures/ benchmarking program; <br /> • provide complex analysis related to policy and programmatic development and <br /> implementation; <br /> • compile materials and assist in the preparation of budget and various reports; <br /> • coordinate the preparation of grant applications. <br /> The Management Analyst position will generally serve to accomplish organizational projects (of an inter- <br /> divisional or inter-departmental nature) and based on research, provide recommendations on programs <br /> and procedures which impact the community. Previously, the duties to be performed by the Management <br /> Analyst in the City Manager's Office were covered by a casual employee, who left the City to accept a <br /> permanent position elsewhere. In the Public Works Services Department, there was an analyst position <br /> that was eliminated during a major reorganization of the Department in 1994-95. Subsequently, the bulk <br /> of the analyst duties were performed by a superintendent, then by a supervisor taken out of line duty. In <br /> both cases, line management effectiveness was negatively impacted and important analyst work was not <br /> accomplished. <br /> The Council has long felt the need to improve communication with the community, and approved a <br /> Community Communications Specialist position in the City Manager's budget to assist in developing and <br /> - 'isseminating clear, accurate and comprehensive information to the community.
