�' <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 23, 2000 <br /> Subject <br /> Progress Report on Interim Urgency Ordinance and Public Hearing to consider extension of <br /> Interim Urgency Ordinance. <br /> Recommendation <br /> 1. Review and adopt progress report. <br /> 2. Extend the Interim Urgency Ordinance for a period of six months. <br /> Background <br /> 1. Interim Urgency Ordinance <br /> � On September 11, 2000, the City Council introduced (and on October 16, 2000 adopted) <br /> an Interim Urgency Ordinance to address the impacts of tremendous growth in office <br /> development and their impact on aesthetics, displacement of non-office commercial, and <br /> industrial uses, parking, and displacement of possible housing sites. The tnterim Urgency <br /> Ordinance modifies and adds definitions, uses, and development standards related to <br /> commercial and industrial districts. With this ordinance the City has now in place temporary <br /> rules and regulations regarding floor area ratios (FAR), new parking standards, housing <br /> incentives, conditional use permit requirements for certain size offices, and new definitions. <br /> The City Council, in adopting the interim measures, also requested that both the Planning <br /> Commission and Housing and Human Concerns Committee hold public hearings on the <br /> proposed changes and make a recommendation back to the Council. <br /> According to State Law (Government Code Section 65858), ten days prior to the expiration <br /> of an interim ordinance the legislative body shall issue a written report describing the <br /> measures taken to alleviate the condition which led to the adoption of the ordinance. As <br /> required by law, this staff report serves as the written report on what has transpired since the <br /> interim ordinance was adopted and the measures undertaken. <br /> There is not a moratorium on the building of office buildings in Redwood City as reported by <br /> some newspapers. <br /> 2. Progress Report <br /> Since the interim ordinance was adopted, the following measures have been undertaken: <br /> Auqust 18: Request for proposals for Blomquist Road extension design distributed. <br /> September 19: Planning Commission discussion of Interim Urgency Ordinance concepts and <br /> review process. <br /> Seqtember 22: Requests for proposals for Bair Island Specific Plan distributed. <br /> September 26: Housing and Human Concerns Committee discussion of Interim Urgency <br /> Ordinance concepts and review process. <br /> _ _ _. __.. _.____ _ __ <br />
