� -� � <br /> October 3: Joint study session with Planning Commission and Housing and Human <br /> Concerns Committee (Public Hearing with notice to all commercial p�operty owners, <br /> applicants and interested parties). <br /> At the joint October 3, 2000 Public Hearing of the Planning Commission and Housing and <br /> Human Concerns Committee the two bodies supported an extension of the ordinance. They <br /> expressed an interest in the review and consideration of these other ideas during an <br /> extension period: <br /> • Establishing a higher residential density (greater than the R-5 permits). <br /> • A higher commercial FAR (greater than 70%) if residential is included. <br /> . Allow a higher residential density or FAR if day care is included in the building. <br /> • Have a minimum number of residential units to qualify for the higher commercial FAR. <br /> • Require a percentage of the residential units to be affordable (in order to qualify for <br /> higher commercial FAR). <br /> • Examine what other communities are doing. <br /> • Get more input from the development community (have guest speakers). <br /> The Planning Commission and Housing and Human Concerns Committee establish a <br /> subcommittee to work with staff during the extension period. <br /> Planning Commission — Ken McCoy, Tamara Piulle and Rosanne Foust <br /> Housing and Human Concems Committee — Clay Lewis, Nick Watry and Peggy Tweedie <br /> October 5: Interview of consultants for design of Blomquist Road extension. <br /> October 6: Interview of consultants for preparation of the Bair Island Road Specific Plan. <br /> October 10: Review by the Architectural Advisory Committee. The committee voted 3-2 in <br /> favor of extending the ordinance six months (Gee, Morrison and Howard in. favor, and <br /> Gilman, Spotorno opposed). Some committee members had the following comments: <br /> • Increasing the amount of required parking would increase the amount of traffic. <br /> � A subcommittee should be established to handle exceptions to the Interim Urgency <br /> � Ordinance. <br /> • May want to increase the 40% FAR in the Industrial Park (IP) district to some higher <br /> ratio and consider regulations to allow appropriate FAR's in transportation corridors. <br /> • Consider aesthetics of the project, when the FAR is increased for housing. <br /> • Density increase should also be allowed when there is a public benefit such as art, <br /> more open space and better design. <br /> • The ordinance may allow a density transfer whereby the housing doesn't have to be <br /> built on the same site as the commercial building, but possible on another site. <br /> • Questioned why a Conditional Use Permit is required for certain office uses when they <br /> will meet the zoning requirements. <br /> • Study FAR's and regulations for parking structure massing and encourage regulations <br /> to promote underground parking. <br /> 3. Urgency Ordinance Extension <br /> Urgency Ordinances are in effect for 45 days. During that period they may be extended up <br /> to 10 months and 15 days following notice to all affected owners and a public hearing, and <br /> subsequently extended for one year following notice to all affected owners and a public <br /> hearing. Notice has been mailed to all commercial property owners, applicants and <br /> interested parties. Notice has also been published in the newspaper. As of October 13, <br /> 2000, the City Clerk's office has received 181 protest letters (174 form letters and 7 <br /> individually drafted letters) from Canyon Road/Oak Knoll residents.
