� -� 3 <br /> addressed to Mayor Ira Ruskin and express the following sentiments regarding the future of <br /> the Oak Knoll/Canyon Road Shopping Center: <br /> "We are not in favor of developing the Canyon Road Shopping �Center with an office <br /> complex or apartment buildings. We would like the property to remain true to the rural <br /> atmosphere of the neighborhood and serve the immediate community." <br /> At your September 11, 2000 meeting, the Council expressed an interest in an expedited <br /> �review and recommendation process by the Planning Commission and Housing and Human <br /> Concern Committee. Both the term of the review and the breadth of the review were <br /> discussed at great length. There is some interest to broaden the breadth of the review. <br /> However, the consensus was to consider broader issues such as potential rezonings in the <br /> context of the Housing Element update and the General Plan update. Still, there is interest <br /> in looking at housing incentives and standards to ensure the significant number of units result <br /> from the commercial incentive. <br /> Given the fall schedule of ineetings for the Commission, they felt they could accomplish their <br /> portion of the work in 4 months. They also expressed an interest in having no period where <br /> neither an Urgency Ordinance or ordinance amendments are in place. Given the fact the <br /> process before the City Council in ordinance adoption is two readings and an additional 30 <br /> days for the ordinance to be effective, a six month extension is suggested. <br /> Alternative <br /> No interim measures. <br /> Do not extend the Interim Urgency Ordinance and accept that offices and other uses will be <br /> built using the existing standards, uses, definitions, and zoning districts and allow the <br /> Planning Commission to complete their work to improve design, landscaping, and parking <br /> standards by initiating an amendment to the Zoning Ordinance using the conventional <br /> amendment process and timeline. This process will take approximately 6 months. <br /> Do not extend the Interim Urgency Ordinance and accept that o�ces and other uses will be <br /> built and that the existing design, landscaping, and parking standards will be applied. <br /> Shorter time frame. <br /> Extend the Urgency Interim Ordinance for a period shorter than 6 months and direct the <br /> Planning Commission, Housing and Human Concerns Committee, and Architectural Review <br /> Committee to consider only the elements of the Interim Urgency Ordinance without the <br /> modifications they have recommended reviewing in the extended time period. <br /> Fiscal Impact <br /> There will be a cost to the City related to review of the amendments as they move through the <br /> Planning Commission and Council process.
