On October 23, 2000, this Council approved and adopted a written <br /> progress report dated as of said date in the form of a Report to the Honorable <br /> Mayor and City Council from the City Manager, the subject of which is, °Progress <br /> Report on Interim Urgency Ordinance and Public Hearing to Consider Extension <br /> of Interim Urgency Ordinance° (the "Report"), which among other matters, <br /> describes the measures taken to alleviate the conditions which led to the <br /> adoption of the Interim Urgency Ordinance. <br /> D. Reviews of the circumstances requiring enactment of the Interim <br /> , Urgency Ordinance, and the provisions of the Interim Urgency Ordinance were <br /> conducted by the Planning Commission, the Housing and Human Concerns <br /> Committee, and the Architectural Review Committee, as described in the Report. <br /> E. The aforesaid reviews raise issues and concerns which require further <br /> study and determination regarding appropriate amendments to Ordinance No. <br /> 1130, as amended (the "Zoning Ordinance"). <br /> � F. The conditions and circumstances creating the need for the tnterim <br /> Urgency Ordinance continue to exist and adversely affect the ability of the City to <br /> achieve an appropriate balance between competing land use demands caused <br /> by the current excessive demand for office developments. <br /> G.
