�'- C Z <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 23, 2000 <br /> Subject <br /> Certification of Redwood City's 1989-1999 Housing Element. <br /> Recommendation <br /> That the City Council adopt, by resolution, the revised 1989-1999 Housing Element. <br /> Background <br /> In 1993, after many failed attempts to obtain Housing Element approval from the State <br /> Department of Housing and Community Development (HCD), the Planning Director, <br /> Joel Patterson, asked the City Council to approve and adopt Redwood City's 1993 <br /> Housing Element. At that time, the Council agreed with the Planning Director and the <br /> Planning Commission's recommendation to "self-certify" the City's Housing Element <br /> since it substantially complied with the California Government Code relevant to Housing <br /> Element law. (Refer to Resolution No. 11987 and Adopted Housing Element, dated May <br /> 17, 1993, provided under separate cover (Tabs 5 and 6)). <br /> In 1997, HCD extended its Housing Element planning period to 1999. With this time <br /> extension, planning and housing department staff began, once again, to try to obtain <br /> Housing Element approval from HCD. (By 1997, only 10 of 21 San Mateo County cities <br /> had adopted Housing Elements in compliance with State Housing Element law. Eleven <br /> cities, including Redwood City, were considered out of compliance). <br /> In 1997, staff met on a monthly basis with the Housing and Human Concern's <br /> Committee (HHCC) to review and obtain input on proposed Housing Element <br /> amendments. In addition, staff and two HHCC members (Nick Watry and Michael <br /> Verdone) met with the Association of Bay Area Governments (ABAG) staff to clarify <br /> Redwood City's determined housing need relevant to land available for housing <br /> development. On two occasions, staff also met with HCD staff in Sacramento. Finally, in <br /> 1999, planning staff again met with ABAG to review and update ABAG's database for <br /> Redwood City in regard to employment projection data and vacant and re-developable <br /> land supply. <br /> Between 1997-1998, staff also held several joint study sessions with the HHCC, <br /> Planning Commission and/or City Council, to request input to and to provide status <br /> updates .on HCD's review of Redwood City's General Plan Housing Element. During <br /> this time and up through 1999, staff continued to work with HCD on Housing Element <br /> revisions and to provide additional information requested by HCD. <br /> On May 15, 2000, HCD adopted Redwood City's Housing Element for the 1989-99 <br /> planning period after determining that the Housing Element addressed all statutory <br /> requirements of State Housing Element law. (Refer to attached letters from HCD to <br /> Edward Everett, dated August 31, 2000 and May 15, 2000 and Redwood City's 1989-99 <br /> Housing Element provided under separate cover). <br /> . _ __ _ . ..,._ __.___ . . <br />
