g-c z <br /> On June 27, 2000, the Housing and Human Concerns Committee recommended <br /> certification of Redwood City's 1989-99 Housing Element to the Planning Commission. <br /> On July 18, 2000, the Planning Commission recommended certification of Redwood <br /> City's 1989-99 Housing Element to the City Council. <br /> It is now necessary for the City Council to formally certify Redwood City's 1989-1999 <br /> General Plan Housing Element as adopted by the State (HCD).' Adoption by the State <br /> and certification by the City makes Redwood City eligible to compete for housing <br /> programs developed by the State. Adoption and ce�tification also provides th.e highest <br /> level of evidence of the adequacy of the General Plan. This provides the greatest <br /> protection against legal challenge. <br /> While having a certified 1989-99 Housing Element does not guarantee HCD adoption of <br /> Redwood City's upcoming 2001-6 Housing Element update, it could help especially if <br /> the City effectively implements the 1989-99 housing programs and polices for high <br /> density mixed use housing, second units, underutilized infill sites and recycled sites. <br /> As part of the upcoming 2001-6 Housing Element update, HCD will likely look closely at <br /> the realistic development potential of the sites created during the 1989-99 Housing <br /> Element planning period. Another challenge for Redwood City will be to develop these <br /> and other housing sites in accordance with the income distribution criteria (very-low, <br /> low, moderate and above-moderate income) required by HCD. <br /> Alternative <br /> The Council could elect to not certify Redwood City's 1989-1999 Housing Element or to <br /> ask staff to modify the Housing Element and resubmit the modifications to HCD for <br /> readoption. <br /> Fiscal Impact <br /> No negative impacts. Adoption by the State and certification by the City makes <br /> Redwood City eligible to compete for housing programs developed by the State. <br /> Conclusion <br /> Staff is very pleased to recommend this item to you for certification after 10+/- years of <br /> worki g with the State.
