The Housing and Human Concerns Committee (HHCC) has <br /> recommended that the Planning Commission recommend to the City Council that <br /> it certify the Housing Element. <br /> Commissioner McCoy asked about the Landbanking Program. <br /> Mr. Church said that the Landbanking Program involved monies budgeted by the <br /> HHCC from Community Development Block Grant (CDBG) funds over the past 2- <br /> 3 years. <br /> Mr. Church said that last November there was a report that the Housing and <br /> Human Concerns Committee made to the City Council to spend some of the <br /> monies on the Landbanking Program. <br /> � Commissioner Giannini made a comment on the Housing Element document, <br /> first paragraph, "Redwood City may count housing units within its sphere of <br /> influence, but only if it intends to annex these unincorporated San Mateo County <br /> properties".
