�'_ �. <br /> rl <br /> �P J�'T <br /> l� t�J'�' <br /> Ta the.Honoraale �V[ayor and �ity Counci[ <br /> ` FroEn'the Ci Mana er <br /> October 23, 2000 <br /> Subject <br /> Roosevelt Avenue Underground Utility District No. 2000-1 <br /> Engineering File No. 806-05 <br /> Recommendation <br /> Adopt a resolution: <br /> a. introducing an ordinance establishing the Roosevelt Avenue (from Hudson <br /> Street to Valota Road) Underground Utility District, and setting date of December <br /> 11, 2000, for the public hearing; <br /> b. including the installation of 100 feet of each single family customer's <br /> underground service connection; and <br /> c. excluding existing primary high power transmission electrical facilities from St. <br /> Francis Street to Valota Road (3 of the 23 poles will remain). <br /> Background <br /> As part of the FY 00/01 Capital Improvement Program, the City Council established <br /> priorities for future underground utility districts. Roosevelt Avenue, from Hudson Street <br /> to Valota Road, is considered one of the City's prioritized projects. Roosevelt Avenue <br /> from EI Camino Real to Hudson Street was reconstructed and overhead utilities placed <br /> underground during Phase I over ten years ago. It is proposed to include the <br /> undergrounding of the existing overhead utilities on Roosevelt Avenue, from Hudson <br /> Street to Valota Road, as part of the Roosevelt Avenue Reconstruction Project Phase <br /> II. <br /> Engineering & Construction staff have met with Pacific Gas & Electric Company, Pacific <br /> Bell, AT&T (formerly TCI Cablevision), and RCN, regarding the formation of a district, <br /> and to establish the boundaries for said district. There were no objections to forming a <br /> district within this area. RCN has agreed to be the lead carrier, and to complete the <br /> design for the undergrounding portion of the work. <br /> In order to qualify for Underground Utility Funds (Rule 20.A), an underground district <br /> must be established by ordinance to mandate the undergrounding of all overhead <br /> utilities including service drops, and the removal of all wood poles. Pad-mounted <br /> transformers will not be allowed in the proposed district, except under special <br /> circumstances approved by the Community Development Services Department.
