 - D:
circumstances would include: (1) special landscaping treatment around the transformer
cabinet to eliminate its visibility, or (2) providing a location such that the transformer
cabinet's visibility is minimized.
It is noted that an existing primary 60 kv electrical transmission line, (running along
Roosevelt Avenue from St. Francis Street to Valota Road), is located within the
proposed underground district boundaries. The transmission line on Roosevelt Avenue
consists of three poles, and is part of a system running primarily on St. Francis Street
and Valota Road (see map). Although all overhead utilities serving properties within the
proposed underground district are required to be placed underground, the City is
proposing that an exception be made to allow the high power transmission line and
facilities to remain, because the cost of undergrounding this primary transmission line
would be cost prohibitive, estimated at an additional $1 Million. All other utilities will be
placed underground.
It is expected that the undergrounding of overhead utilities will be completed by
December 31, 2002, presuming that construction starts in the summer of 2001.
The affected property owners will be notified of the proposed underground district. The
public hearing will allow the property owners to express their concerns.
Fiscal Impacts
Funds in the amount of $500,000, which are reimbursable from Pacific Gas & Electric's
Rule 20A Funds, are budgeted in fiscal year 2000/2001 Capital Improvement Program
budget. Another $150,000 is budgeted for new street lighting and to fund service
conversions for single family, City facilities, and any schools as required.
The cost (up to $1,500.00) for the conversion of electric service panels to underground
service will be paid by PG&E, pursuant to Rule 20.A. The City will pay any costs
exceeding $1,500.00.
Although RCN is the agency that will complete the design work, their design will be
incorporated into the City's construction project for the Roosevelt Avenue
Reconstruction Project Phase II, which the City will advertise, award, and administer.
Total funds in the amount of $3,743,000 are available in multiple accounts of the
2000/2001 Capital Improvement Program budget to fund the Roosevelt Avenue
Reconstruction Project Phase II.
Brian Lee o Patterson v rett
Senior Civil Enginee Manager, Engineering & Construction City Manager
BL:ss
s/library/reportslbriaNRoosevelt AVENUE UUD-2000
