_ G <br /> � ' <br /> ����� ; <br /> To the �ortoraiaie Mayar anc� �it� �ou�cil <br /> �Fr�m �the �i `Mana er <br /> � October 23, 2000 <br /> Subject <br /> Rejection of Bids — Regional Traffic Signalization/Operations Program 2(RTSOP 2) - <br /> Arterial Traffic Signal Interconnect Project. - Engineering File No. 1601-99 <br /> Recommendation <br /> Adopt a resolution rejecting all bids received for the Regional Traffic <br /> Signalization/Operations Program (RTSOP 2) - Arterial Traffic Signal Interconnect <br /> Project, and direct the City Clerk to return all bid bonds to all bidders. <br /> Background <br /> On August 14, 2000, by Resolution No. 13972, the City Council approved the Contract <br /> Documents for the Regional Traffic Signaliiation/Operations Program 2(RTSOP 2) - <br /> Arterial Traffic Signal Interconnect Project, and authorized the advertisement for bids. <br /> This is a second phase of a similar project, RTSOPI, which was recently completed. <br /> This project is also funded by a Federal Grant overseen by Caltrans. The project is part <br /> of the Regional Traffic Signalization/Operations Program (RTSOP), which is funded by <br /> the Federal Government's Congestion Mitigation/Air Quality (CMAQ) funds under the <br /> 1992 Intermodel Surface Transportation Efficiency Act (ISTEA), to decrease traffic <br /> congestion and improve air quality ($292,000). Matching funds of $38,000 are being <br /> provided by the City. <br /> Under RTSOPI, traffic signals in the vicinity of the core area of the City were <br /> connected with underground wires that lead to central computers at City Hall. This <br /> enables centralized control and monitoring of these signals. RTSOP2 will carry this <br /> effort forward by bringing in signals (that are farther away) into the system through the <br /> use of wireless technology. These two projects (RTSOPI & RTSOP2) were designed <br /> by CCS Planning and Engineering, a consulting firm specializing in transportation <br /> systems. The engineer's estimate for this project was $281,000. This estimate was <br /> derived from unit prices obtained from RTSOP 1 and other recent projects. <br /> On September 13, 2000, a bid opening was held for this project and three bids were <br /> received. All three bids are significantly higher than the Engineer's Estimate, and <br /> exceed the funds budgeted for this project (see summary below). Therefore, it is <br /> recommended that all bids be rejected. Modifications will be made to the Contract <br /> Documents to reduce the scope, and to allow for more competition.
