<br />4.,26 <br />(, ) <br /> <br /> <br />November 6, 2000 <br /> <br />Subject <br />Approval of Additional Work from Brian-Kangas-Foulk and Associates for the Redwood <br />Shores Parkway Widening Project - Engineering File No. 801-05 <br /> <br />Recommendation <br />Approve additional work for design and construction staking performed by Brian- <br />Kangas-Foulk and Associates (BKF) during construction of the Redwood Shores <br />Parkway Widening Project, in the amount of $44,598.75. <br /> <br />Background <br />In August 1996, BKF was contracted by the City of Redwood City to provide consulting <br />engineering services to design the Redwood Shores Parkway Widening Project. Their <br />work was completed in late 1998, and BKF was paid for the approved work in February <br />1999. <br /> <br />BKF's original contract did not include all of the coordination that was necessitated by <br />the new adjacent developments. As plans for projects on either side of the road were <br />developed, the Redwood Shores widening plans had to be changed accordingly. Each <br />task was less than $10,000 and could have been approved by staff as a Purchase <br />Order, if BKF had billed us using normal procedures. BKF finally asked for payment, <br />and the staff held processing of'the payment until we received a detailed explanation <br />for the charges. The attached letter dated, October 4, 2000, includes the detail <br />requested. Upon reyiew of the request and the plans for the widening of Redwood <br />Shores Parkway, it was determined that BKF did perform the work and should be paid. <br /> <br />If this were a "normal" construction project, the City would have built improvements as <br />designed, and the adjacent properties would then be responsible for any changes <br />(construction and cost). Since this was a GID 1-64 project, most of the improvements <br />were to be paid by the District, whether done by the City, or a private developer. The <br />early coordination that BKF provided, kept the district from being billed twice for <br />essentially the same work, and kept the construction moving forward to minimize <br />delays. <br /> <br />The additional work was required to accommodate the construction occurring at the <br />Redwood Shores Shopping Center and Electronic Arts.
