<br />4.4(5 ) <br /> <br />exacerbating the housing shortage and the adverse economic and social <br /> <br />conditions; <br /> <br />(vii) If the office development proposals were allowed to proceed to <br /> <br />construction under current zoning district classifications and related regulations, <br /> <br />severe traffic congestion and parking shortages would result, thereby burdening <br /> <br />the City's interior and arterial street systems beyond capacity and adversely <br /> <br />affecting the environment, including air quality; <br /> <br />(viii) Development of building sites for office use under current zoning <br /> <br />district classifications would conflict with necessary studies for, and <br /> <br />. ' <br />implementation of, revised land use regulations which would be in furtherance of <br /> <br />the public health, safety, and welfare; <br /> <br />H. <br /> <br />Additional time is required for the Planning Commission, other <br /> <br />appropriate agencies of the City and this Council to review and enact <br /> <br />amendments to the Zoning Ordinance which will alleviate and address the <br /> <br />aforesaid conditions. <br /> <br />I.
