<br />5 It (tf ) <br /> <br />Chapter 6. <br /> <br />Parking that may "creep" onto public streets can be dealt with through <br />time restrictions and enforcement. A switch from single occupant <br />vehicles to other modes of transportation will not be easy, and will <br />require siC)nificant incentives (both positive and negative.) <br /> <br />~ Revenue SharinG. The Plan suggests that legislation be passed that <br />would allow revenue sharing among communities in San Mateo <br />County. While often discussed, this does not seem to be an issue that <br />cities are seriously considering. From a purely parochial position, <br />Redwood City has much to lose with a "share the wealth" proposal. <br />From the development standpoint, there would not be much of an <br />incentive for a City to approve a project where the benefits are shared <br />with another community. <br /> <br />While Redwood City may not have approved projects from a purely <br />financial perspective, it has always been known that whatever <br />revenues are generated stay in Redwood City. If Pacific Shores <br />revenues were shared with the Menlo Park (or other cities), would the <br />Council have approved the project as proposed? Would the project <br />have had a positive economic analysis (Cost vs Revenue) for <br />Redwood City? <br /> <br />Roads <br />This chapter discusses the existing and proposed conditions of the <br />roadway system based on projected increases in traffic. Based on <br />anticipated levels of congestion, segments of the highway system have <br />been ranked into very high, high, medium, low, and very low priority. <br /> <br />Very high: <br />High: <br />Medium: <br />Low: <br />Very low: <br /> <br />N 101 <br />N 280; <br />W92; <br />380; <br />S1 <br /> <br />N 1; E 92; S101 <br />S 280; E 84; N 82; S82 <br />W84 <br /> <br />The cost estimate for proposed projects is approximately $670 million, <br />with only $234 million funded by 2010. <br /> <br />Imoortant Issues: Based on anticipated levels of congestion, the northern <br />part of the County is going to have a bigger problem with traffic. We can <br />also expect that money will be going to these areas that need it most. We <br />may be concerned about traffic in Redwood City, but the studies show that <br />the northern part of the County has a significantly higher level of <br />congestion. By 2010, freeway driving times will increase by 42%, even <br />with proposed improvements. <br /> <br />A proposal in the plan is for ramp metering at all interchanges. Ramp <br />metering does help the freeway system, but added delays getting onto the <br />freeway may detour traffic to local streets. If the freeway system is to <br /> <br />-3- <br />
