<br />Chapter 7. <br /> <br />Chapter 8. <br /> <br />SA (s) <br /> <br />work at all, the metering system will probably be necessary. The following <br />finding was made based on the travel forecasting model: <br /> <br />"ramp metering increases vehicle hours of delay, <br />sometimes by more than 50 percent; however, ramp <br />metering can reduce overall travel time by as much as <br />20 percent once a vehicle is traveling directly on the <br />Northern and Southern 101 corridor. <br /> <br />The extension of Route 84 (Bayfront Expressway) is listed as an unfunded <br />project that won't be completed by 2010. Staff questions whether it should <br />ever be built. Alternative uses of the proposed cost ($60 million) must be <br />considered so we get the biggest impact for the dollars we spend. The <br />Measure "A" funding requires that this money go towards roadway <br />projects, not transit. <br /> <br />Bikeways <br />The bikeways chapter does not include anything that would appear to be a <br />problem for Redwood City. The text talks about the roadway system, <br />which was designed for automobile, as an impediment to bicycle use. The <br />policies do state "develop a comprehensive bikeway system which <br />effectively connects residential areas to employment centers, retail <br />centers, transit stations, and institutions." This simple statement, if carried <br />to its logical (or illogical) conclusion, would require a significant rebuilding <br />of the existing local street system at a cost of millions of dollars for <br />construction and right-of-way acquisition. <br /> <br />Transit <br />This chapter discusses general transit issues and alternatives. Detailed <br />discussion on alternative transportation modes is included in following <br />chapters. There is a list of eight possible alternatives for how Caltrain, <br />BART, and high speed rail would come through the County. The County <br />Plan suggests that these alternatives be studied in detail over the next two <br />years. <br /> <br />There is inadequate information available to make any recommendation to <br />the Council at this time. <br /> <br />Chapter 9. High Speed Rail <br />This chapter discusses the plan of bringing a "high speed rail" system to <br />California that would link all of the major metropolitan areas, and provide a <br />system that could compete with air travel for speed and convenience. <br /> <br />The proposed route is along the Caltrain right-of-way, but there are no <br />plans as to how this would impact cities along the corridor. The JPB staff <br />believes that the new system could be compatible with the Caltrain <br />system, and run on the same type of tracks.
