5A (7)

Shuttle bus parking, passenger-waiting areas, and pedestrian access
should be part of the planning process.

Chapter 11. BART
This chapter primarily discusses the construction, funding, and operation
of the current BART extension to SFO. There is also some discussion of
the extension of BART from Millbrae to San Jose, including advantages
and disadvantages. The cost estimates are based on a 1998 SAMCEDA
Study.

ImDortant Issues: This section of the Plan has little detail, and should not
be considered as a planning document for the extension of BART. The
Study done by SAMCEDA seems to have some serious errors in cost
estimates, and does not include information about the change in the
number of riders.

Future planning for BART will require significantly more detail (and
funding) than is now available.

Chapter 12. SamTrans
SamTrans operates the bus system within San Mateo County, and
connects with Santa Clara and San Francisco counties. SamTrans now
carries 57 percent of all commuters within the County.

The policies within the Plan are very simple: provide feeder bus service to
Caltrain and BART stations; and provide bus service for the transit-
dependent population.

ImDortant Issues: The County bus system carries more passengers than
all other commuter options combined (60,200 weekday riders). The
routes are limited due to low population densities, but the routes do seem
to provide enough coverage so that the buses are well used.

Increasing routes will have a significant cost implication to the County and
will most likely not add many new riders. Buses also provide the greatest
amount of flexibility with respect to routes and schedules. They are also
subject to the same traffic delays that automobiles face, unless Caltrans
mandates some existing freeway lane to be HOV lanes.

Chapter 13.

Ferries
This chapter discusses the fairly recent interest in providing more ferry
service throughout the Bay Area. The plan discusses the Bay Area Water
Transit Initiative; MTC Regional Ferry Plan Update; the Redwood City
Water Transit Services Fact-Finding Panel, and South San Francisco
Water Transit Task Force.

-6-

T----r-- _. -- .
